You have indicated that your level of English is None, Basic, or Intermediate. With this level you cannot apply for a Skilled visa and migrate to Australia.
VisA On-line will not let you continue with the assessment.
Options
If your partner has a higher level of English than you, you should complete VisA On-line on behalf of your partner, and if he or she is eligible for a visa you will also be eligible for the visa as a secondary applicant.
If you improve your level of English you may become eligible for a visa. You could consider participating in English classes in your country or undertaking an English language course in Australia to improve your level.
A Student work visa will allow you to study and work 20 hours a week in Australia during semester and full-time during vacations while you learn English. It is possible to support yourself through your work while studying. If you have a partner and he or she enrols in a Masters level course, you will be able to work full time in Australia.
Study to migrate
Once you have better English, you can migrate by studying in Australia for a further two years and applying for the visa based on that qualification.
On completing Australian studies, you can apply for a Graduate visa that will allow you and your partner to work full time for up to four years, and then apply for a Skilled visa that will allow you to live in Australia permanently.
